# Custom Home Lot Evaluation Burlington, ON | Written Feasibility Before Drawings

Last updated: October 13, 2026

Our written lot evaluation confirms lot area, Zoning By-law 2020 compliance and the real setback envelope, flags Conservation Halton or Niagara Escarpment Commission constraints and gives you a realistic budget and permit path, typically within two weeks.

Most Halton builders will not issue this until a deposit is paid. We do it first, because one setback problem found early saved a Headon Forest client $90K in redesign. A written evaluation costs $4K to $12K, and it is the only fee before any contract.

Custom Home Builder Burlington

[/ →](/)

provides written lot evaluations, lot feasibility studies, setback envelope checks and pre-purchase lot reviews throughout Burlington and Halton Region, backed by 22+ years combined Halton design-build experience. This page explains what the evaluation covers, why we issue it before any deposit, what it costs and how it protects your budget.

## What Is a Custom Home Lot Evaluation?

A lot evaluation is a written feasibility report on a specific property. It answers three questions before you spend money on drawings or sign a construction contract:

1. **What can I build here?** Under Zoning By-law 2020 and any overlays, how big, how tall and where on the lot.
2. **What will it cost?** A realistic budget range for your brief on this particular lot, including the conditions that add cost.
3. **What could stop it?** Regulated areas, escarpment controls, servicing problems, protected trees, title restrictions or anything else that could delay or change the project.

It is the first step of every project we build, and it is the only fee we take before contract.

## Why We Do It Before a Deposit

Most Halton builders will not put feasibility in writing until a deposit is paid. We think that is backwards. The lot is where the biggest budget risks live, and finding them early is cheap, while finding them after design is expensive.

Priya S. in Headon Forest is the clearest example. Her family assumed the new house could follow the existing footprint. Our evaluation measured the real By-law 2020 envelope and found a side-yard conflict that would have forced a redesign after the permit submission. Catching it early saved **$90K** in redesign, the report arrived in **two weeks**, and the finished build came in **2 percent under contract**.

## What the Evaluation Covers

| Area | What we check | Why it matters |
| --- | --- | --- |
| Zoning | Zone, setbacks, coverage, height, storeys under By-law 2020 | Defines the buildable envelope |
| Setback envelope | Measured on a diagram against your lot | Often differs from the existing house |
| Conservation Halton | Regulated areas near creeks, valleys and the shoreline | Can remove a share of buildable area |
| Niagara Escarpment Plan | Area of Development Control status | Adds an NEC development permit |
| Halton Region servicing | Water and sanitary laterals, connection standards | Lateral replacement is a common hidden cost |
| Trees | Mature trees under the Private Tree By-law | Can shape the footprint and schedule |
| Grading and drainage | Slopes, drainage paths, walkout potential | Drives excavation and retaining costs |
| Soils and water | Visible signs of fill, clay or high water | May need a geotechnical report |
| Title | Known easements or restrictions | Some newer lots carry design restrictions |
| Budget and permit path | Cost range, studies, fees and timeline | Lets you decide with real numbers |

## The Regulatory Layers Explained

Burlington has three overlapping regulatory layers, which is why a lot can pass one review and fail another.

**Zoning By-law 2020** is the City’s zoning by-law. It sets the basic envelope for your lot, including setbacks, lot coverage and height.

**The Halton Region Official Plan** sets regional land use, natural heritage and servicing policy. It affects servicing connections and how natural features are treated.

**The Niagara Escarpment Plan** applies to lots in the Area of Development Control, mostly north of Dundas Street and along Mountain Brow Road. A **Niagara Escarpment Commission** development permit is needed before a building permit.

On top of those, **Conservation Halton** regulates lots near **Grindstone Creek**, Rambo Creek, Shoreacres Creek and the **Lake Ontario** shoreline. **Burlington Building Division** issues the building permit under **OBC Part 9**. Every home we build meets **TGS Tier 1** performance as standard spec, uses **BCIN**\-qualified designers and is enrolled with **Tarion**.

> **The cheapest step in any build**
>
> A $4K to $12K evaluation is a small fraction of a $1.1M to $3.5M project. It is also the step most likely to save you a five- or six-figure redesign.

## Buying a Lot? Use Your Conditional Period

If you are buying a lot or a teardown, the best time for an evaluation is during your conditional period. We have seen buyers discover after closing that 30 percent of a ravine lot was undevelopable, or that the house they planned needed a variance they might not get. With the report in hand before you firm up, you can proceed with confidence, renegotiate based on real costs or walk away.

## Common Red Flags We Find

- **Regulated rear yards** on Grindstone Creek and Tyandaga ravine lots.
- **Envelope mismatches** where the existing house was built under older rules.
- **Undersized or clay laterals** on 1950s to 1970s lots in Palmer and Aldershot.
- **Protected trees** inside the ideal footprint on Roseland and Aldershot lots.
- **Steep grades** that need a walkout or retaining walls.
- **Escarpment controls** on north Burlington parcels.
- **Title restrictions** on some newer Alton Village lots.

None of these necessarily kill a project. They simply need to be priced and designed for. Our

 and

## What Happens After the Evaluation

You receive the written report and walk through it with us. If you continue, the evaluation becomes the starting point for

design-build

: design starts from the real envelope, studies are already scoped, and the fixed price reflects the lot as it really is. If you decide not to continue, the report is yours to keep.

Why Us

## Why Choose Custom Home Builder Burlington for Lot Evaluation?

A calm, exacting process backed by numbers, by-laws and named projects.

### Before any deposit

Most Halton builders will not issue a feasibility report until you pay a deposit. We do it first.

### Written, not verbal

You get a written report you can keep, share with your lender or use with another builder.

### Real envelope, not the old footprint

We measure what By-law 2020 allows today, which is often different from the existing house.

### Every agency screened

Conservation Halton, Niagara Escarpment Commission, Halton Region servicing and tree by-law flags in one document.

### $90K saved on one lot

A Headon Forest setback catch saved one family $90K in redesign, and their build finished 2 percent under contract.

### Hundreds of Halton lots assessed

Ravine, escarpment-protected and Lake Ontario waterfront lots since 2003.

Client Experience

## What Clients Say About Our Lot Evaluation Work

Every quote below is from a client who signed a fixed-price contract with us. We do not display a star rating because we have not imported third-party reviews.

> "Lot evaluation found a setback problem that saved us $90K in redesign. Written feasibility report in two weeks. Final build 2 percent under contract."

**Priya S.**, Headon Forest$1,120K transitional

> "Our ravine lot sits close to the escarpment, so we expected years of approvals. The lot evaluation laid out the Conservation Halton and Niagara Escarpment Commission path in plain language before we paid for drawings, including the slope study we would need. Because the walkout design followed the actual grades, the excavation stayed on budget. We have been in the house for a year and the Tarion 1-year inspection list was two small items, both fixed within a week."

**Robert T.**, Tyandaga$1,690K farmhouse

> "Building near the lake meant flood lines, wave uprush allowances and a conservation review we did not understand at all. The team explained each constraint before the design started, then designed the glass and the lower level around them. Our architect friend reviewed the drawings and called them the most complete set she had seen. The house was finished in 15 months with no unapproved change orders."

What does a custom home lot evaluation include?

Our written evaluation covers lot area and frontage, the applicable Zoning By-law 2020 zone and standards, the true setback envelope with a diagram, lot coverage and height limits, screening for Conservation Halton regulated areas and the Niagara Escarpment Plan, Halton Region servicing and lateral condition, trees that may fall under the Private Tree By-law, grading and drainage red flags, title notes we are aware of, a realistic budget range for your brief, studies that may be needed and a permit path with a timeline.

How much does a lot evaluation cost and how long does it take?

A written lot evaluation typically costs $4K to $12K, depending on the complexity of the lot. A standard serviced lot sits at the lower end, while ravine, waterfront or escarpment lots with multiple overlays sit higher. Most reports are delivered in about two weeks.

Should I get a lot evaluation before I buy a lot?

Yes, ideally during your conditional period. The evaluation tells you what the lot can hold, what it will cost to build and what could stop it, so you can firm up, renegotiate or walk away with real information. Many buyers discover regulated areas or setback problems only after closing.

What lot problems blow custom home budgets?

The most expensive surprises we see are regulated areas that cut buildable depth, setback envelopes that differ from the existing house, undersized or clay servicing laterals, protected trees in the footprint, poor soils or high water tables that need engineered foundations, steep grades needing retaining walls, and title restrictions on newer subdivision lots. Each is screened in the evaluation.

Is my lot affected by the Niagara Escarpment Plan?

Lots north of Dundas Street, along Mountain Brow Road and in parts of Tyandaga and north Burlington can fall within the Niagara Escarpment Plan Area of Development Control. If yours does, you need a Niagara Escarpment Commission development permit before a building permit. The evaluation confirms whether it applies.

Do I have to build with you after the evaluation?

No. The report is yours to keep, and you can use it with any builder or designer. Most clients do continue with us, because the evaluation becomes the foundation of the design and fixed price.

Can you evaluate a lot in Oakville or Hamilton?

Yes. We evaluate lots across Halton and west Hamilton, including South Oakville, Bronte, Waterdown, Dundas and Ancaster, using the relevant municipal zoning by-law and conservation authority.

Is the evaluation fee credited if I build with you?

The lot evaluation fee is the only payment we take before contract. How it is treated in your design-build contract is confirmed in writing before you sign.
